During the Annual Assembly of 1983, under the General Superintendence of the late Rev. Dan Davies, with the late Bro. Len W.
Turay as Assistant General Superintendent, the WAM members residing in the far eastern of Freetown raised a concern over the difficulties they were facing in traveling from the east to attend church services on Sundays.
The Assembly then thought of having a church or place of worship in the eastern part of Freetown.
The responsibility of establishing this new church was delegated to Rev. D. M. Speck, then Circuit Minister, North Circuit, under the superintendence of Rev. E.W. Pedro. The new congregation started to hold worship services at the schoolroom of the Kissy Police School at the Kissy Police Barracks by the kind permission of the then headmistress of the school and Officer Commanding of the Barracks. This newly found church was placed under the supervision of North Circuit.
This church started on December 25th (Christmas Day) in 1983, when the first service was held, under the pastoral overview of the Rev. Dixon Modupeh Speck. The first set of candidates for Confirmation were confirmed by the then General Superintendent, Rev. Dan Davies on the 7th of August, 1988 A plot of land was donated to the church by Mr. and Mrs. W.E.T. Cummings for the construction of a chapel.
Various fund-raising programmes, such as sponsored walk, bring and buy sales were organized to raise funds for construction of a church building and those were augmented by generous donations from individuals and organizations. Church services were held for the first time in Emmanuel Chapel on the 7th August, 1988. The opening and dedication of the church building was done on the 16th April 1989.
